The Department of public service and management of educational institutions is a part of the educational and scientific Institute of public administration and postgraduate education. In September 2009, the department was founded by honored worker of education of Ukraine, Doctor of Pedagogical Sciences, Professor Yevhen Khrykov, who tragically died during the military events in Irpen in 2022.
Educational activity
The department is a graduating department – it trains professionals with a master’s degree in the following specialties:
- 281/ D4 Public management and administration (educational program “Territorial management and local self-government;
- 073/ D3 Management (educational program “Educational Institution Management”).
Specialists in public administration, political science, economics, history, psychology, and pedagogy work at the department, including doctors and candidates of sciences.

The rules for recognizing learning outcomes obtained through formal, non-formal, and informal education, as well as in other higher education institutions, including foreign ones, are defined by the Regulation on the Procedure for Recognition of Learning Outcomes Obtained through Formal, Non-Formal, and/or Informal Education at the Luhansk Taras Shevchenko National University, the Procedure for Recognition of Learning Outcomes Obtained through Formal Education and the Procedure for Recognition of Learning Outcomes Obtained through Non-Formal and/or Informal Education.
The rules and mechanisms for recognizing learning outcomes acquired within the framework of academic mobility and non-formal/informal education, as well as the forms and criteria for monitoring the implementation of educational components, are summarized on the department’s website.

Research activities
The lecturers of the department of public service and management of educational and social institutions are actively engaged in scientific research, the main directions of which are “The state and directions of the development of personnel potential of the public service in Ukraine”, “Native and foreign experience in the formation and development of conceptual foundations and state-legal institutions of management in the 17th – 21st centuries”, “System of formation of professional competence of public servants in the process of professional training”, “State regulation of economic development of the region”, “Democratization of management of educational institutions”, «Development of the methodology for researching the problems of education management”, “Development of the theory of management of higher education institutions”, “Institutionalization of interaction between higher education institutions and territorial communities” etc.
The department maintains close contacts with the domestic institutions of higher education: the Academy of Pedagogical Sciences of Ukraine, Kharkiv National Pedagogical University named after H. S. Skovoroda, Mykolaiv National Agrarian University, National Technical University “Kharkiv Polytechnic Institute”, Berdyansk State Pedagogical University, National University of water management and nature management, National Aerospace University named after N. E. Zhukovsky “Kharkiv Aviation Institute”, Ivano-Frankivsk National Technical University of Oil and Gas, Ukrainian State University named after Mykhailo Drahomanov, Donbas State Pedagogical Universityas, well as with foreign universities and public organizations: International training company “Osnova” (Montenegro), University of Applied Sciences (Austria), Matej Bel University (Slovakia), Academy of Agriculture in Warsaw (Poland), etc.
As part of the cooperation, higher education students have the opportunity to participate in guest lectures delivered by leading professors from domestic and foreign universities, as well as to attend lectures and discussions with professional practitioners.
The department’s lecturers have numerous publications in professional journals and periodicals indexed in scientometric databases (remove hyperlink) such as Scopus and WOS. They continuously improve their professional qualifications through national and international seminars, workshops, internships, and training programs, and participate in scientific and educational international projects.

In recent years, the department has been studying two complex research topics that have a state registration number:
- “Theoretical and methodological foundations of education management” (State Registration number: 0117U002853)
- “Interaction of educational institutions with united territorial communities as a condition for the restoration and sustainable development of Ukraine at the regional and local level” (state registration number: 0124U002763)
Since 2024, a research group “Researchers of management problems” has been formed from teachers and students of the department in order to effectively conduct research work (the head of the group is the head of the department, doctor of Pedagogical Sciences, Professor T. Sych).
All teachers of the department are members of the public organization “Association of researchers of management problems”, founded in 2013 with the aim of comprehensive protection of legal rights, social, creative, educational, scientific, economic, age interests of its members (USRPO code 39032333). The association is a platform that allows you to establish cooperation in conducting research on management problems.
The department has a scientific circle “Search”, which involves applicants for higher education, teachers, stakeholders (the head is candidate of Pedagogical Sciences, Associate Professor E. Ivanov).
Scientific events that are organized and conducted annually by the Department:

- International pedagogical readings in memory of E. M. Khrikov “Contexts of creativity of Evgeny Nikolaevich Khrikov: actual problems of educational and public management”

Research and Creative Work with Higher Education Students
Research and creative work with higher education students is an essential component of the process of scientific, methodological, and professional training of future public servants and heads of educational institutions. Research activities provide students with the opportunity to systematize their acquired theoretical knowledge in relevant professional disciplines, assess its quality, improve their scientific and creative thinking skills, develop cognitive activity, analyze and compare various approaches to solving problems in the field of public administration and management of educational institutions, which involves conducting research and implementing innovations.
