Meeting of the Academic Council
The agenda included the following issues:
preparations for the university’s autumn-winter period;
the start of the academic year at the university’s separate structural subdivisions;
conferral of an academic title;
other matters.
After hearing and discussing a report by Vice-Rector Artur Moldovanov on the university’s preparations for the autumn-winter period, the Academic Council noted the work carried out to prepare facilities, utilities, and equipment. In particular, the amount of rented space available for educational activities has been increased; routine repairs have been carried out; lighting, electricity and heating systems, and emergency exits have been inspected; and shelters have been prepared and equipped.
Considerable attention was paid to strengthening the university’s material and technical resources. With financial assistance from the municipal budget, construction materials, furniture, and computer equipment were purchased, and educational and auxiliary premises were renovated. In Lubny, a modern early childhood education centre has been established and equipped with furniture, computer equipment, high-speed internet, and backup power.
To increase the university’s energy autonomy, a hybrid inverter and battery have already been installed, and a 20 kW generator has been received. As part of the “Improving Higher Education in Ukraine for Results” project, the university is expecting the delivery of two additional hybrid inverters and eight batteries.
At the same time, the Academic Council identified a number of current priorities, including further expansion of teaching space and the number of shelters, provision of accommodation for students, development of autonomous power supply, modernization of classrooms, offices, and laboratories, renewal of the material and technical base, and intensified efforts to attract grant and sponsorship funding.
The Academic Council instructed the university to develop a comprehensive set of measures to further improve its material and technical resources, intensify efforts to increase the number of premises for various purposes, and prepare an appeal to the Lubny City Council requesting the allocation of a plot of land for the construction of a dormitory for teaching staff and students.
The directors of the university’s separate structural subdivisions reported on the start of the 2026–2027 academic year. The university currently has seven such subdivisions: six professional colleges and the Regional Centre for Professional Education.
All of them completed their planned preparations for the new academic year: they updated their educational programmes and curricula, prepared class schedules, and concluded agreements with enterprises, organizations, educational institutions, and social service institutions to provide students with practical training.
Following the discussion, the Academic Council resolved to establish a coordinating council for professional college activities, strengthen cooperation between the university’s relevant departments and its separate structural subdivisions, and involve the colleges more extensively in joint career guidance, grant, and fundraising activities. It was also decided to consider introducing, in 2027, specialized educational and professional programmes for students pursuing professional pre-higher education, with additional specializations.
By decision of the Academic Council, Oksana Hetman was awarded the academic title of Associate Professor of the Department of Design and Audiovisual Arts.
Among other matters, the Council considered issues concerning the regulatory framework for organizing and conducting the rector election; amendments to regulations governing the Educational Portal, student self-government, the Council of Young Scientists and Students, and the SKIF Discussion Club; admission to doctoral studies and the appointment of academic supervisors; the attestation of doctoral students; amendments to dissertation topics for the Doctor of Sciences degree; the establishment of a one-time specialized Academic Council for awarding the Doctor of Philosophy degree; approval of the educational programme for professional development courses; extension of academic leave; recommendations for publication of scholarly and educational-methodological works; and the nomination of Oleksandra Liashenko, Doctor of Economics and Professor, to participate in the competition for election as a member of the Scientific Council of the National Research Foundation of Ukraine in the field of social sciences and humanities.
