The results of the Unified State Qualification Examination (hereinafter – USQE) in the specialty 281 “Public Management and Administration” at the second (master’s) level of higher education have been published for educational programmes completed in the 2025–2026 academic year.

According to the Higher Education Standard, this examination is a mandatory component of the certification of students at the second (master’s) level of higher education in the specialty 281 “Public Management and Administration” for all forms of study and educational programmes.

On 30 October 2025, master’s students majoring in 281 “Public Management and Administration” at the Department of Public Service and Educational Institution Management of Luhansk Taras Shevchenko National University took part in the USQE. The examination was conducted in the form of an external independent assessment with in-person supervision in each examination room, remote administration, and video monitoring. It consisted of 150 multiple-choice test tasks with one correct answer out of four options, with the total examination duration of 180 minutes.

The USQE was taken by students from 103 higher education institutions, including:

• 85 state-owned institutions;

• 14 private institutions;

• 4 municipal institutions.

According to the final USQE results, students ofour university demonstrated a 98.21% attendance rate and a higher percentage of correct answers compared to the average percentage of correct answers by programme sections. In terms of the number of distance-learning students who successfully passed the examination, Luhansk Taras Shevchenko Luhansk National University ranked 20th among the 103 Ukrainian higher education institutions involved in this process, which confirms the high level of students’ preparation and the quality of the educational process.

Students who did not attend the USQE on 30 October 2025 or did not pass the examination were given the opportunity to retake it on 4 December 2025. According to the final results, Luhansk Taras Shevchenko National University achieved a 100% USQE completion rate, and all students received diplomas upon completion of their educational programmes in the specialty 281 “Public Management and Administration.”
