Benefits for Applicants from TOT and How Quota-2 Works
Ukraine is waiting for children and youth from the temporarily occupied territories and is creating conditions for their return and enrollment to be real, accessible, and safe.
Admission requirements depend on the date of departure.
If you are still on the TOT or left after October 1, 2025, you can enroll without the NMT, based on the results of an interview at the university. If you left earlier, the NMT results are required, but quota-2 applies to you.
Quota-2 is separate budget places for applicants from the TOT and areas of active hostilities. The competition is held separately, which significantly increases the chances of getting a budget. In most universities, this is approximately 10% of places, and in displaced or front-line institutions - up to 40%.
Applicants who remain on the TOT or left after October 1, 2025, can choose: to enter based on the results of the NMT or to take an interview. At the same time, it is worth considering: if admission is based on an interview for a contract, a state grant is not provided.
Even if you did not manage to get into the budget according to the quota, after enrolling in a contract, there is an opportunity to apply for a transfer to the budget.
Support during admission is provided by the educational centers "Crimea-Ukraine" and "Donbas-Ukraine", which operate from June 1 to September 30. They help at all stages: from completing the necessary assessments to submitting documents and passing an interview. Some procedures can be completed remotely even before departure.
Free housing is provided for the period of admission, as well as state support, scholarships and assistance with adaptation after moving.
If you are just planning to leave, contact us. The Bring Kids Back UA initiative helps to leave for free, confidentially and with full support - even without documents. A safe route is selected for everyone.
If you are not yet ready to enroll, you can take advantage of preparatory programs, including the "zero course", to brush up on your knowledge, adapt and calmly prepare for studies.
Admission and study do not have to be done alone - at every stage there is support and guidance nearby.
If you need more detailed information about admission to Ukrainian universities, submitting documents or educational opportunities - contact organizations and state institutions using the link in the profile bio.
