Round Table
On May 19, 2026, the Round Table "Dialogue between the authorities and the veteran public sector without barriers: problems and experience" was held at Luhansk Taras Shevchenko National University, the speaker of which was Petro VORONA, Doctor of Science in Public Administration, Professor of the Department of Public Service and Management of Educational Institutions.
The event was held in an offline/online format as part of the All-Ukrainian Educational Marathon "Public Administration without Barriers" at the initiative of the National Agency for Civil Service and the Higher School of Public Administration with the aim of uniting the university community, applicants, public sector representatives, and experts around the formation of a new culture of barrier-free governance.
The event was moderated by Viktoria VOLODAVCHYK, Associate Professor of the Department of Public Service and Management of Educational Institutions.
The event was opened by Liudmyla RYKOVA, Director of the General Department for Professional Development of Civil Servants and Local Government Officials of the National Agency for the Promotion of Public Service, who revealed the main goal of the marathon, namely, to form a trend for barrier-free education, provide the necessary knowledge and competencies, and form a barrier-free culture.
The opening speech was delivered by the rector of our University, Olena KARAMAN, who sincerely thanked the National Agency for Civil Service for such an initiative and emphasized that today's important duty of both educators and students is to ensure that the feat of every veteran and every veteran is duly appreciated by both the state and civil society. In conclusion, she wished all participants of the event meaningful and interesting information, and to move towards common goals in veteran policy.
During the event, experts discussed the barriers that veterans face upon returning to civilian life. They discussed psychological adaptation, bureaucratic obstacles, access to rehabilitation, social support, and the importance of effective interaction between authorities, communities, and veterans' civic organizations. Particular attention was paid to the role of communities in creating a veteran support system, the work of a veteran's assistant, the development of veteran spaces, and the formation of clear communication channels regarding benefits, services, and support opportunities.
The webinar was attended by over 200 participants – representatives of state authorities, local governments, educational institutions and public organizations from different regions of Ukraine.
The lively discussion during the Round Table confirmed the relevance of the topics raised and the high level of interest of the meeting participants.
The event is also part of the scientific project "Institutionalization of interaction between higher education institutions and territorial communities as a factor in the restoration and preservation of human capital in conditions of martial law and post-war reconstruction", aimed at supporting territorial communities, preserving and developing human capital in conditions of martial law and the future reconstruction of the country.
