Guest Lecture by Hanna Lemeshko
On May 26, 2026, a guest lecture was held for master's students majoring in D4 "Public Management and Administration" at the invitation of Olha SAIENKO, Candidate of Economic Sciences, Associate Professor of the Department of Public Service and Management of Educational Institutions. Within the educational component "Project Management in the Public Sector", a landmark event for the educational process was held - a guest lecture dedicated to the critically relevant topic of modern security architecture: "Audit of the security environment as a component of community project management".
The lecturer was Hanna Lemeshko, program manager of the International Charitable Foundation "Ukrainian Foundation for Public Health". The choice of this topic was due to the need to rethink approaches to managing territorial communities in the face of the challenges of the time, where security becomes not only a basic need, but also the foundation for sustainable development and effective project planning.
During the lecture, the methodological toolkit of security auditing was thoroughly analyzed. The main focus was on the following issues:
Comprehensive environmental analysis: understanding security not only as the absence of threats, but as a systemic indicator of quality of life that is integrated into the strategic development plans of the community.
Project management toolkit: how audit results are transformed into concrete project initiatives and managerial decisions.
Practical implementation: the role of the International Charitable Foundation “Ukrainian Public Health Foundation” in implementing changes and fostering intersectoral cooperation.
The lecture became a platform for a professional discussion, where the theoretical foundations of project management were harmoniously combined with the lecturer’s practical experience. During the Q&A session, higher education students had the opportunity to examine specific case studies in detail and receive expert advice on risk assessment and best practices for communicating with community residents.
The meeting with Hanna Lemeshko was a valuable opportunity for future public administration professionals to gain a deeper understanding that the security dimension is an integral part of modern project management. Understanding how to analyze community needs through a security lens provides managers with an effective toolkit for creating environments that are resilient to challenges and for developing capable communities.
