Educational activity
The institute trains specialists on the basis of bachelor’s, specialist’s and master’s degrees according to educational programs:
The second (master’s) level of higher education:
281 Public management and administration (educational program “Territorial management and local self-government”, educational program “Personnel management”, educational program “Social Sphere”);
073 Management (educational program “Educational Institution Management”).
Peculiarities of admission to study at the second (master’s) level of higher education in the specialty 281 “Public management and administration” according to the state order of the National Agency of Ukraine on civil service issues are determined by the Procedure for admission to study in the educational and professional master’s training program in the specialty “Public management and administration” ” of the field of knowledge “Public management and administration”, approved by the resolution of the Cabinet of Ministers of Ukraine dated July 29, 2009 No. 789.
List of documents for admission to the specialty: 281 “Public administration and administration” and 073 “Management” by state order and at the expense of individuals on the basis of bachelor’s/specialist/master’s diplomas:
- copy of passport, etc. code;
- a copy of the diploma and its annex;
- a copy of the document on the change of surname (in the case of different surnames in the passport and diploma);
- a copy of a military ticket (for conscripts);
- 3 photos 3×4;
- letter of motivation;
The following are attached to these documents for admission at the expense of individuals on the basis of a bachelor’s degree:
- EFVV certificate (Unified Professional Entrance Test);
- EVI certificate (Single entrance exam).
Additional documents for admission to specialty 281 “Public Management and Administration”:
- a certificate from the place of work (must indicate the position, category of civil servant/local self-government official, salary group, rank, total length of service in the civil service of local self-government);
- a copy of the employment book, certified by the personnel department (all pages).

Research activities
The lecturers of the Department of Public Service and Management of Educational and Social Institutions are actively engaged in scientific research, the main areas of which are “Development of the organizational and legal basis of the activity of territorial bodies of public power”, “Management of the quality of educational activities in a higher educational institution”, “The state and directions of the development of personnel potential civil service in Ukraine”, “Native and foreign experience of the formation and development of conceptual foundations and state-legal management institutions in the 17th – 21st centuries”, reforming and development of the system of local self-government, “Development of the methodology of research of educational management problems”, “Development of the theory of management of higher education institutions”, “Modeling of strategic development of the university”, “System of formation of professional competence of public servants in the process of professional training”, “Interaction of the institution of higher education with territorial communities in conditions of decentralization of power” and others.
The Department maintains close contacts with Zaporizhzhia Classical Private University, Donetsk National University, Kirovohrad State Pedagogical University named after Volodymyr Vinnichenko, Kharkiv National Pedagogical University named after H.S. Skovoroda, Mykolaiv National Agrarian University.
