Memorandums of Cooperation

On April 22, a landmark event took place, symbolizing unity, support, and a common aspiration for the development of education and community, LTSNU and the Executive Committee of the Boryspil City Council signed two memorandums of cooperation.
A representative delegation of the university arrived in Boryspil on a working visit:
- Olena KARAMAN – rector, corresponding member of the National Academy of Educational Sciences of Ukraine, Doctor of Pedagogical sciences, Professor;
- Vitalii KURYLO – first vice-rector, chairman of the academic council, academician of the National Academy of Educational Sciences of Ukraine, Doctor of Pedagogical Sciences, Professor;
- Oleksandr DUBOVOI – director of the Educational and Research Institute of Health Care and Sports, Candidate of Pedagogical Sciences, Associate Professor.
In the small hall of the Boryspil City Executive Committee, the guests were met by the Acting Mayor Vladyslav Baichas, deputy mayors, and the head of the community’s educational sector, Kateryna Shaban.
Welcoming the university representatives, Deputy Mayor Liudmyla Bystra emphasized the special connection that has developed between Boryspil and Luhansk region:
“Many internally displaced persons live in our community, including those from Luhansk region. And we want them to feel at home here, in Boryspil. Therefore, this cooperation is not just a formality for us – it is a continuation of a lively dialogue and mutual support.”
Vitalii Kurylo and Olena Karaman told the audience about the present and potential of Luhansk Taras Shevchenko National University.
The university is a unique institution that has an extremely complex, but at the same time inspiring history. In 2014, he was forced to leave Luhansk and was relocated to the Ukrainian-controlled part of Luhansk region. In 2022, due to a full-scale invasion, LTSNU changed its location for the second time and now operates in Poltava, Lubny, and Myrhorod.
Despite all the challenges, the university has maintained its integrity, a powerful educational and scientific base, and even in the most difficult times remained a leader in innovations in Ukrainian higher education. In particular, LTSNU became the first institution in Ukraine to pass European accreditation and one of the first to implement an effective distance learning system back in 2014. Today, the university operates in a blended format, providing high-quality educational services both in person and online — not only in Ukraine, but also abroad.
Special attention during the meeting was paid to the structure of the university, which includes all levels of education: from studies after grade 9 to the preparation of doctors of science. Luhansk University is a multidisciplinary, multi-campus institution open to all who seek to study, develop and realize their talents.
Given the geographical proximity and humanitarian interdependence, LTSNU expressed the initiative to open a consultation point in Boryspil. Such a center will contribute to establishing even closer ties with the community, help applicants and students receive timely information and support, as well as involve residents of the Boryspil region in the academic life of the university.
The signing of two memorandums was the culmination of the visit. One of the documents concerns general cooperation between the university and the community, the second concerns providing students of LTSNU with the opportunity to undergo internships at institutions in the city of Boryspil. This opens up new horizons for future specialists and allows the community to attract young, educated, proactive people to its development.
The signed agreements are not just a formality. They are a recognition of common values: education, support, partnership, and sustainable development.
