Education for Foreign Citizens

State Institution “Luhansk Taras Shevchenko National University” (hereinafter referred to as the “University”) provides education for international higher education applicants at the Bachelor’s, Master’s, and Doctor of Philosophy (PhD) levels in accordance with the current legislation of Ukraine and international education quality standards. The educational process is organized in a blended format that combines distance (online) learning with the possibility of optional physical presence of international students in Ukraine, at their own request and provided that established legal requirements are complied with.

Study format:

• The educational process is carried out predominantly in a distance (online) format using modern information and communication technologies and educational platforms. Synchronous classes are conducted via video conferencing (Zoom, Microsoft Teams), while asynchronous learning modules are placed on specialized e-learning platforms (Moodle, Google Classroom). The University ensures continuity and quality of the educational process in accordance with the approved educational programs and curricula.
• International higher education applicants have the right to stay temporarily in Ukraine during the period of study at their own request and in accordance with the requirements of current legislation. Physical presence in Ukraine is not a mandatory condition for obtaining higher education at the University.
• The University provides the possibility to arrange accommodation for international students in dormitories of partner institutions in the city of Poltava (using the dormitory facilities of Poltava University of Economics and Trade). Dormitory places are provided solely on the basis of an individual written request from an international higher education applicant and subject to availability. The University issues an official confirmation letter for arranging accommodation in the partner dormitory.

In connection with the introduction of martial law in Ukraine, the State Institution “Luhansk Taras Shevchenko National University” officially informs that for the entire period of the martial law regime it does not establish mandatory requirements for the physical presence of international higher education applicants on the territory of Ukraine. The University ensures full provision of educational services in a distance format in accordance with the requirements of the current legislation of Ukraine and international education quality standards.

Language of instruction:

The educational process at the State Institution “Luhansk Taras Shevchenko National University” is conducted in Ukrainian in accordance with the requirements of the current legislation of Ukraine on higher education and the state language. At the same time, in order to ensure accessibility of education for foreign nationals and to take into account international educational standards, the University provides English-language support for the educational process for certain educational programs and academic disciplines.

International higher education applicants have the opportunity to:

• take courses in Ukrainian as a Foreign Language within the curriculum or as an additional educational service, which facilitates adaptation to the academic environment and sociocultural integration into Ukrainian society;
• receive consultation support in English from the University’s academic staff within their competence and provided that the instructors have appropriate language qualifications;
• use teaching and methodological materials in English, if provided for by the educational program or the syllabus of a particular academic discipline.

Admission of foreign citizens:

State Institution “Luhansk Taras Shevchenko National University” provides a fully remote (online) document submission process for foreign nationals who wish to enroll at the University at the Bachelor’s, Master’s, or Doctor of Philosophy (PhD) levels.

In order to ensure maximum accessibility of educational services and convenience for international applicants, the University organizes the following forms of remote interaction:

• remote issuance of an invitation to study via the Unified Interagency Information System for the recruitment of foreign applicants to educational institutions (introduced in 2025), which ensures electronic creation, approval, and issuance of official invitations to study;
• remote submission of applications and the required package of documents through the University’s official electronic communication channels, enabling applicants to submit all necessary materials without personal presence in Ukraine;
• conducting an online admission interview using modern video conferencing tools (Zoom, Microsoft Teams), during which the University’s committee assesses the applicant’s readiness to study in the chosen educational program.

All admission procedures for foreign nationals to the State Institution “Luhansk Taras Shevchenko National University” are carried out in strict accordance with the requirements of the current legislation of Ukraine in the field of higher education, including the Law of Ukraine “On Higher Education”, the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons”, resolutions of the Cabinet of Ministers of Ukraine regarding the conditions for admission of foreign nationals and stateless persons, orders of the Ministry of Education and Science of Ukraine, as well as internal regulatory documents of the University, namely the Charter of the State Institution “Luhansk Taras Shevchenko National University” and the Rules for Admission to the State Institution “Luhansk Taras Shevchenko National University” for the relevant academic year approved by the University Academic Council.

The University guarantees adherence to the principles of academic integrity, transparency of admission procedures, equal access to education, and non-discrimination when organizing admission of international higher education applicants at all levels.

Procedure for Organizing the Admission of Foreigners for Studies 2025

Accommodation conditions for foreign nationals who wish to move to Ukraine for the period of study:

• Accommodation of international higher education applicants in a dormitory is provided exclusively after official enrollment at the State Institution “Luhansk Taras Shevchenko National University” and actual arrival in Ukraine, with compliance with all procedures established by law for registration of a foreign national’s place of stay.
• The international higher education applicant bears full financial responsibility for all expenses related to relocation to Ukraine and stay on its territory, including but not limited to: international and domestic transportation, mandatory health insurance (an insurance policy in accordance with the requirements of Ukrainian legislation), meals, household and personal needs, as well as other related expenses that may arise during study and residence.
• The State Institution “Luhansk Taras Shevchenko National University” does not act as an organizer and does not assume obligations to provide accommodation for international higher education applicants in various cities of Ukraine (for example, Lviv, Kyiv, Dnipro, and others), except for issuing an official confirmation letter (upon the student’s request) to enable accommodation in the dormitory of the partner institution, Poltava University of Economics and Trade, located in the city of Poltava, Poltava region, Ukraine.

Important information regarding accommodation conditions:

According to the organizational and educational conditions established by the State Institution “Luhansk Taras Shevchenko National University”, the physical presence of an international higher education applicant on the territory of Ukraine is not a mandatory requirement for full participation in the educational process and successful completion of studies in the chosen educational program.

The University provides full access to all educational components, teaching and methodological materials, and academic resources in a distance (online) format, enabling international students to obtain high-quality higher education regardless of their actual location.
