Regional August Forum

On August 27, the Regional August Forum “Education of the Luhansk Region 30: Strategic Goals and Priority Directions” took place in the city of Severodonetsk. 

The traditional educational forum was held in the Luhansk Regional Academic Ukrainian Music and Drama Theater. The University in this large-scale educational event was represented by the Director of the Educational and Research Institute of Pedagogy and Psychology Olena Karaman and the Director of the Regional Center for Vocational Education Mykola Kurylo.

The forum was attended by the head of the Regional State Administration – the head of the Military-Civil Administration Serhii Haidai, the director of the Department of Education and Science of the Luhansk Regional State Administration Yurii Stetsiuk, the head of the Main Directorate of General Secondary and Preschool Education of the Directorate of Preschool, School, Out-of-School and Inclusive Education of the Ministry of Education and Science of Ukraine Yurii Kononenko, leaders of the military – civil administrations, chairmen of city, village and settlement councils of territorial communities, heads of departments / departments and institutions of preschool, general secondary, professional (vocational), professional higher and higher education.

The forum discussed the achievement and problems, goals and objectives of education in the Luhansk region for the coming academic year. Yurii Stetsiuk presented new ideas regarding the content, forms and directions of our education development.

One of the leading topics of the forum was the discussion of the problem of reforming education in the Luhansk region in the context of the reform of decentralization.

In her speech, Olena Karaman noted the active position of university scientists in the development and implementation of educational reforms at various levels of education.

She also voiced some thoughts on the NUS reform in the context of the decentralization reform. Now in the Luhansk region, 26 territorial communities have been created, in addition to various powers and resources, has received great responsibility, including in terms of creating effective educational systems.

The new law on the formation of a network of lyceums for the introduction of high-quality specialized secondary education requires each community to create an effective system by reorganizing, changing the type or liquidating institutions of general secondary education and opening primary schools (grades 1-4), gymnasiums (grades 5-9) and lyceums (10-12 grades.). So, the issue of intense competition between educational institutions and teaching staff comes to the fore. Personnel is becoming the foundation for reforming all spheres of OTG activity, in particular educational.

Now all the regional military districts are located in specific communities, and therefore the interaction of communities with the regional military district is put on the forefront in order to train a new generation of personnel.

Luhansk Taras Shevchenko National University has experience of effective interaction with educational institutions, when in the 2000s an educational district functioned on the basis of the university, which included educational institutions of different levels.

Now the university is working on creating a similar, but more modern platform for combining the educational potential of all educational institutions at different levels of the region. In 2021-2022 in the city of Rubizhne, it is planned to open a new academic building of the university. In addition to classrooms, 7 educational and cultural centers will be opened there for the implementation of various events and non-formal education for teachers, lecturers, students, pupils, and the population. The university will unite into a network LOIPPO and centers for professional development of teachers, first 10, and then all communities of the region to conduct joint events and implement pedagogical innovations. The united territorial communities will have the opportunity to purposefully train high-quality personnel for primary, basic general and specialized education, and future pedagogical workers – certain guarantees from the community, will become a reason to return to their first job in their small homeland.

The participants of the forum congratulated all teachers of the region on the beginning of the new academic year and wished health, creative success and prosperity to Luhansk region.
