Achievements in the scientific activity

The scientific activity of the Department of Public Service and Management of Educational and Social Institutions is determined by significant results and achievements.
Four doctors of sciences and six candidates of sciences work at the Department. For the third year in a row, the Department of Public Service and Management of Educational and Social Institutions has been ranked first in the ranking of the university’s research work among the departments of the social and humanitarian profile. The Head of the Department, Doctor of Pedagogical Sciences, Professor Yevhen Khrykov took the highest position in the ranking of achievements of doctors of sciences, professors of social and humanitarian departments in research work in 2020.
The Department created a public organization “Association of Researchers of Management Problems” (2013), which contributes to the development of a scientific school on management in education, improving the quality of research, participation in international grants. The members of the Association are representatives of various universities in the country. The Association is a platform for establishing cooperation in conducting research on management problems. Participation in the activities of the Association contributes to the passage of accreditation of management educational programs.
The teachers of the Department are actively involved in scientific activities, have numerous publications in specialized journals and journals that are included in the Scopus and Web of Science base as well as monographs, participate in various international and all-Ukrainian conferences.
The creative team of authors of the Department of Public Service and Management of Educational and Social Institutions (Yevhen Khrykov, Olena Kravchenko, Tetiana Sych, Olha Ptakhina, Olha Saienko, Andrii Rasskazov, Yevhen Ivanov, Iryna Paslavska, Nina Tsygan) published a collective monograph “Actual Problems of Educational, Public and Social Managementˮ. The monograph contains numerous research materials on the development of internal autonomy in higher education institutions; introduction of an innovative model of risk management and strategic management of educational institutions; the specifics of the research methodology of education management problems, the regulatory and legal foundations of public administration of the education system in Ukraine, financial support of educational institutions.
An outstanding event in the scientific life of the Department in the 2020-2021 academic year was the defense of Tetiana Sych’s dissertation for the degree of Doctor of Pedagogical Sciences on the topic “Development of the Methodology for Researching Education Management Problems in the History of Domestic Pedagogical Science (second half of the 20th – beginning of the 21st century)”.
Within the framework of the agreement on cooperation of the Department with the National Agency of Ukraine on Civil Service, the Luhansk Regional State Administration and the Luhansk Regional Council, the system of professional training of civil servants is being improved during the year in the magistracy of the specialty “Public Service and Administration” at the State Institution “Luhansk Taras Shevchenko National University”, officials of local self-government and deputies of local councils, training of masters of specialty 281 “Public Management and Administration” is being carried out. Thanks to the director of the Educational and Research Institute of Public Management, Administration and Postgraduate Education, Doctor of Science in Public Administration, Professor Volodymyr Zablotskyi, the professional development of civil servants of the Luhansk region is being carried out.
The result of the fruitful work of Candidate of Pedagogical Sciences, Associate Professor Nadiia Vasineva was receiving a prize at the All-Ukrainian student professional creative competition for projects “Territorial development of communities in Ukraine” by the higher education applicant majoring in “Public Management and Administration” Svitlana Barabash.
Teachers of the Department of Public Service and Management of Educational and Social Institutions systematically undergo advanced training in relevant areas of education development. In 2021, most of the members of the Department underwent advanced training at the University of Education Management.
Scientific and methodological seminars are held monthly in order to improve the professional level of the teachers of the Department.
The latest achievement of the Department of Public Service and Management of Educational and Social Institutions in scientific activity in 2021 is the development of a scientific project “Interaction of higher education institutions with territorial communities in the context of decentralization of power (interaction of government and science on the example of the Luhansk region)” at the initiative of the Doctor of Pedagogical Sciences, Professor Olena Kravchenko (project manager).
During the implementation of the project, the substantiation and implementation of the system of interaction between the university and the territorial communities of the Luhansk region will be carried out on mutually beneficial terms. The introduction of a system of interaction between the higher education institution and territorial communities will contribute to: the development of a conceptual and informational basis for the interaction of the State Institution “Luhansk Taras Shevchenko National University” with the territorial communities of the Luhansk region; determining the conditions for the interaction of the university with territorial communities; creation of infrastructure (personnel, equipment, software, information resources) for effective and mutually beneficial cooperation of the university with the territorial communities of the Luhansk region.
The implementation of the project will help the university to diversify activities in accordance with the needs of territorial communities, will contribute to the development of professional competencies of the teaching staff in the process of implementing various forms of interaction with territorial communities, will improve the quality of scientific research, and will contribute to establishing relations with employers. The development of interaction with territorial communities will provide the university with opportunities: to enrich itself with new knowledge and best experience in interaction with stakeholders, improve and expand the range of training courses, start exporting its services and increase its attractiveness for the external and internal environment, in particular, form the basis for participation in foreign projects related to the development of cooperation between higher educational institutions and territorial communities in Ukraine.
