Meeting of the Academic Council

The planned meeting of the Academic Council was held at Luhansk Taras Shevchenko National University.

There were two main issues on the agenda:

  • Results of development and implementation of the online lecture “Electronic University” in the educational process; 
  • The status and prospects of the Regional Center for Vocational Education.

Oleksandr S. Meniailenko spoke about the results of the development and implementation of the online lecture hall “Electronic University” in the educational process. After hearing and discussing the report of the Vice-Rector on Scientific and Pedagogical Work, the Academic Council noted that the engineering and information support of the educational process at the University is one of the priority tasks that is connected with the current trend in education – the active use of information technologies in education, software and hardware of the Internet.

The work in this direction was carried out by the Center for Information Technologies in accordance with the Concept of Strategic Development of Luhansk Taras Shevchenko National University for 2009-2015 and the Regulations on the organization of the educational process.

We developed our own platform “Electronic University” in the Ukrainian segment of cyberspace: лну.укр, which provides support for the educational process at the University and allows creating computer tests and conduct testing regardless of the location of teachers, students and the University (the client-server technology).

On the basis of the “Electronic University” platform, we have developed our own subsystem for online-lectures in real time, which is based on electronic lecture rooms (e-Room) and distributed location in cyberspace of all participants of the university’s educational process.

The subsystem is a research development and is now working in a test mode. It is planned to gradually introduce it into the educational process of the University in 2017 – 2018 academic year. The quality of the system depends on the quality and condition of the Ukrainian component of the Internet.

The development and implementation of online lectures in the university’s educational process have objective and subjective difficulties, among which there is a lack of computer equipment and special equipment.

M.S. Kurylo made the report on the status and prospects of the Regional Center for Vocational Education. Having heard and discussed the report of the Director of the Regional Center for Vocational Education of LTSNU, the Academic Council noted that the University is trying to become a regional leader in the process of reforming the vocational education system. In particular, in 2015, through the merger of three vocational schools in the cities of Starobilsk, Rubizhne and Schastya, which were part of the University, a new division was created – the Regional Center for Vocational Education.

The content of education in the Regional Center is determined by the State Standards of Vocational Education, according to which relevant curricula and teaching and methodological support have been developed at the RCVE.

The quality of the educational process in the Regional Center is provided by 46 teachers of professional, theoretical and general education, 38 masters of industrial training. The Regional Center is managed by the Director, three Deputy Directors, one senior master and three methodologists.

The industrial training in the Center takes place in training workshops, laboratories for each profession. The complex-methodical support of the lessons of industrial training is 85%. The production practice is conducted in accordance with the requirements.

The work of the Regional Center, which functions only for 1.5 years, has objective problems, including the difficulties of licensing integrated specialties and the lack of practice bases in the region with the payment of the students’ work in accordance with the requirements of the law.

Among miscellaneous it was recommended to publish collections of scientific works, educational and teaching aids; the topic of the Ph.D. thesis by Kateryna Kolosova was approved. In addition, it was decided to submit research projects to the Department of Scientific and Technical Development of the Ministry of Education and Science of Ukraine for participation in the II stage of the Contest of Research Projects and Developments.
