Legislative Support for Displaced Universities

On November 3, deputies of the Verkhovna Rada of Ukraine adopted the draft law regulating the basic principles of displaced universities.
The bill №4718 “On Amendments to Certain Legislative Acts of Ukraine Regarding the Activities of Higher Education Institutions (Academic Institutions) Which Have Been Moved From the Temporarily Occupied Territory, and From the Settlements Where the Public Authorities Temporarily Do Not Exercise Their Powers” is an important document which contributes to the development of scientific potential, improves the condition of higher education institutions (academic institutions), which appeared in a difficult situation because of the need to move from the ATO zone. It provides for the addition of the Law of Ukraine “On Higher Education” relevant articles that regulate the activity of displaced universities and contribute to the restoration of their material and technical base.
The displaced higher education institutions demonstrated patriotism and fortitude, remained loyal to the motherland, and evacuated to the territory controlled by the Ukrainian authorities. A.V. Spivakovsky represented the draft law. He recently was in Luhansk and visited our university within the framework of the visiting session of the Verkhovna Rada Committee on Science and Education. Oleksandr made a speech and urged deputies to pass the bill, which is very important for teachers working in the conditions of evacuation.
The representatives of the displaced educational institutions, among which was the Vice-Rector for Scientific and Pedagogical Work of LTSNU O.S. Meniailenko, came to the Verkhovna Rada of Ukraine to support and monitor the process of voting. According to O.S. Menyailenko after a majority passed the bill, it caused sincere emotions of the representatives of displaced universities. “There were tears in the eyes of women who were there,” – Oleksandr Serhiiyovych said.
Having passed this bill, the government recognized the existence of displaced universities. It will help to eliminate bureaucratic hurdles and create the conditions necessary for the preservation and development of Ukrainian scientific potential of Donbass and the Crimea.
