The Congress of Higher Education Institutions

The Second All-Ukrainian Congress of higher education institutions took place in Kyiv. The delegation of LTSNU participated in the congress.

The All-Ukrainian Congress of the state-owned institutions of higher education took place on September 9 at the Kyiv National University of Trade and Economics. The purpose of the Congress is election of members of the National Agency for Quality Assurance in Higher Education.

The Congress was attended by the delegation from the State Institution “Luhansk Taras Shevchenko National University” composed of:

• Rector of the University, Doctor of Pedagogical Sciences, Professor Serhii V. Savchenko;
• Vice-rector for Scientific and Pedagogical Work, Candidate of Philology, Associate Professor Dmytro V. Uzhchenko;
• Director of the educational and research Institute of Pedagogy and Psychology, Doctor of Pedagogical Sciences, Professor Olena L. Karaman.

V.A. Kyrylenko – Deputy Prime Minister for Humanitarian Affairs in the Cabinet of Ministers; A.V. Spivakovsky – The first deputy, Acting Chairman of the Verkhovna Rada Committee on Science and Education; V.V. Kovtunets – First Deputy Minister of Education and Science of Ukraine addressed their welcoming speech to the participants of the congress.

The National Agency for Quality Assurance in Higher Education is established in accordance with Article 17 of the Law of Ukraine “On Higher Education” as a permanent collegial body on the implementation of the state policy in the field of quality assurance in higher education.

The National Agency is comprised of 25 members: 2 – from the National Academy of Sciences, and 1 – from national industry academies of sciences; 13 – from the representatives of higher educational institutions of the state, communal and private ownership; 3 – from the all-Ukrainian associations of employers’ organizations; 2 – from the student government of higher institutions.

Within the respective powers the National Agency:

• generates the system requirements to ensure the quality of higher education, developing a position on the accreditation of educational programs and submits it for approval by the Ministry of Education;
• analyzes the quality of the educational activities of higher education institutions;
• holds the license examination, prepares an expert opinion on the possibility of issuing the license for educational activity in the field of higher education;
• creates industry advisory councils composed of 9 to 15 members for a term not exceeding three years from persons having a degree in a relevant field of knowledge or professional experience in the industry for at least five years, in addition to representatives of the student government;
• generates and supplies MON list of specialties on which the preparation of higher education applicants at the appropriate levels of higher education, according to the Law of Ukraine “On Higher Education” to be included in the established procedure to the Cabinet of Ministers of Ukraine;
• coordinates the standards of educational activities and standards of higher education in each specialty developed by the MES;
• creates the single database on higher education institutions introduced specializations for which the preparation of higher education applicants at each level of higher education;
• takes a decision on accreditation or refusal to accredit an appropriate educational program;
• generates quality criteria of educational activities, including scientific advances, higher education institutions, which may consist of rankings of higher education institutions;
• submits proposals for higher education institution status of the national and / or research the procedure and the criteria established by the Cabinet of Ministers of Ukraine;
• sets once in seven years that the activities of the national institution of higher education criteria defined by the Cabinet of Ministers of Ukraine, to confirm the withdrawal of such status;
• submits for the national higher educational institutions on a competitive selection if they meet the criteria established by the Cabinet of Ministers of Ukraine, the status of the research;
• sets once in seven years that the activities of the research institution of higher education criteria defined by the Cabinet of Ministers of Ukraine, or to confirm the withdrawal of such status;
• develops requirements to the level of scientific qualification of persons receiving a degree;
• submits to the MES for the adoption of the procedure for the award of academic degrees by specialized academic councils of higher education institutions (academic institutions) to be included in the established procedure to the Cabinet of Ministers of Ukraine;
• coordinates the procedure for the recognition received in foreign higher educational institutions of higher education degrees and academic degrees, developed by the MES;
• develops regulations on accreditation of specialized scientific councils and submits it for approval by the Ministry of Education, accredits specialized academic councils and supervise their activity;
• accredits independent agencies, ensure the quality of higher education;
• participates in the procedure established by law in the formation of the state order for training of specialists indicators with higher education levels and higher education specifically tailored to the medium-term forecast of demand for specialists in the labor market;
• annually prepares and publishes a report on the quality of higher education in Ukraine, its compliance with the objectives of sustainable innovative development of society, the report on its activities, forms the proposals for legislative support of the quality of higher education and is referred to the documents of the Verkhovna Rada of Ukraine, President of Ukraine, the Cabinet of Ministers of Ukraine and higher education institutions to discuss them and respond appropriately.

The elected members of the National Agency for Quality Assurance in Higher Education will work from October 1, 2016.
