Joint Meeting of the Staff Сonference and the Academic Council

On January 30, the traditional joint meeting of the staff conference and the academic council was held at Luhansk Taras Shevchenko National University.
The conference of the labor collective was opened by the head of the Primary Trade Union Organization of the university, Volodymyr Moroz. Out of 62 delegates to participate in the meeting, 59 members of the labor collective were present. It was decided to hold a joint meeting of the staff conference and the academic council of the university. The first vice-rector, chairman of the academic council, Vitalii Kurylo, was elected chairman of the joint meeting.
The following agenda items were considered:
1. About approval of the rector’s report for 2025.
2. About approval of the Regulation on academic integrity of participants in the educational process of Luhansk Taras Shevchenko National University.
3. About the scientific activities of the university in 2025.
4. Miscellaneous.
On the first item on the agenda, Rector Olena Karaman reported on the results of the university’s work for 2025. She presented detailed information on the results of the university’s activities in the main areas: implementation of university performance targets (KPI), admission campaign, educational, research, innovation and international activities and internationalization processes, social and humanitarian activities, development of the material and technical base, financial and economic activities. The rector’s report for 2025 was approved unanimously.
By the decision of the conference of the labor collective, the Regulations on the academic integrity of participants in the educational process of Luhansk Taras Shevchenko National University were approved.
Next, the report on the university’s scientific activities in 2025 was heard, which was presented by the vice-rector for scientific and pedagogical work Svitlana Vovk. It was noted that the scientific activity of the university is traditionally aimed at conducting fundamental and applied research in the field of natural and mathematical, socio-humanitarian, technical, agrarian, psychological and pedagogical sciences, training of scientific and pedagogical personnel, integration of scientific and research work and educational activities.
The speaker drew attention to the fact that in the reporting year, the university carried out 70 departmental scientific and research works, scientific and research work financed from the state budget (scientific supervisor – Prof. A. V. Zhuchok), a scientific and research project financed from the National Research Fund of Ukraine (scientific supervisor – Academician of the National Academy of Sciences of Ukraine, Prof. V. S. Kurylo). In addition, two scientific and research projects received funding from the state budget within the framework of the competition from the Ministry of Education and Science of Ukraine (scientific supervisors – Academician of the National Academy of Sciences of Ukraine, Prof. V. S. Kurylo and Assoc. N. S. Prof. Vasynova).
23 international, 21 all-Ukrainian and 11 regional conferences, seminars, trainings were held at the university. University scientists received five patents for a useful model and submitted three more applications; 29 certificates of copyright registration for a work were received, 14 scientific developments were implemented in the activities of other higher education institutions, institutions, enterprises, and organizations at the national level.
In addition, the dynamics of scientific publications and scientometric indicators of university teachers, the activities of specialized academic councils, dissertation defenses, participation and successes of students in scientific competitions and olympiads were highlighted, and difficulties and shortcomings in the organization of the university’s scientific activities were identified.
The dean of the Faculty of Natural and Agrarian Sciences Natalia Matsai, the chairman of the Academic Council Vitalii Kurylo took part in the discussion of the issue. The participants of the discussion considered individual examples of the organization of scientific work in the structural divisions of the university and made proposals for revising approaches to encouraging scientific activity at the university.
Among miscellaneous, the issue of changes in the composition of the university’s academic council commissions, amendments to educational programs and curricula for the first (bachelor’s) and second (master’s) levels of higher education in terms of awarding professional qualifications, approval of the Anti-Corruption Program of the State Educational Institution “Luhansk Taras Shevchenko National University” for 2026–2028, approval of the topics of research and development for 2026, creation of a one-time specialized academic council for awarding the degree of Doctor of Philosophy, amendments to the Regulations on the Department of Quality Management of Educational Activities of Luhansk Taras Shevchenko National University, a recommendation for the publication of scientific and educational and methodological works, granting academic leave, and a petition was also filed to honor university teachers with state and departmental awards. In addition, it was decided to liquidate the Educational and Research Institute of Mathematics and Information Technologies and the Educational and Research Institute of Technology and Trade, with the creation of the Faculty of Technology and Information Systems instead.
