Memorandum with the Secretariat of the Commissioner for Human Rights

On January 15, 2026, a Memorandum of Cooperation was concluded in Kyiv between the Secretariat of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine and Luhansk Taras Shevchenko National University.

The meeting was attended by:

• Head of the Secretariat Ivan Verveiko;
• Representative of the Commissioner in Donetsk and Luhansk regions Dmytro Mykhalov;
• Head of the Academic Council of Luhansk Taras Shevchenko National University of Vitalii Kurylo;
• Rector of Luhansk Taras Shevchenko National University Olena Karaman.

During the discussion of the directions and content of cooperation between the Secretariat and the University, it was decided to launch an interdisciplinary study on the problem of human rights violations in the temporarily occupied territories in the period from 2014 to 2022 and to disseminate the results of the study among the population of Ukraine and international partners in order to expose Russian crimes and prevent such crimes in the future; improve the legislation of Ukraine in the field of protection of human and civil rights and freedoms; compliance with the established human and civil rights and freedoms by relevant state bodies, etc.

It is planned to involve representatives of the Secretariat and scientists of the University in the implementation of the study. The meeting was held in a friendly and constructive atmosphere.

Luhansk Taras Shevchenko National University is one of the largest centers of the city of Luhansk and Luhansk region, which works to preserve the Luhansk community, trains personnel for the restoration of the Luhansk region after de-occupation.
