Participation in an Online Meeting of the VRU Committee

Professor, Head of the Department of History and Archaeology Oleksandr Naboka participated in an online meeting of the VRU Committee on Government Organization and Regional Development (Luhansk Region).
Recently, Doctor of Historical Sciences, Professor, Head of the Department of History and Archaeology of LTSNU Oleksandr Naboka took part in a meeting of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, dedicated to the problems of development and restoration of the Luhansk region. The scientist’s speech combined an analytical review of the historical and social prerequisites of regional processes and practical proposals for humanitarian policy and the preservation of cultural heritage.
The Professor Naboka, known for his research on the history and local lore of the Luhansk region, emphasized that a successful humanitarian policy should be based on a combination of scientific knowledge about the historical development of the territory with a clear strategy for involving local communities, educational institutions and experts in the restoration process. He drew attention to a number of key aspects that, in his opinion, require priority attention in the restoration of Ukrainian power in the Luhansk region: the institutional restoration of local self-government, the public sector and the education system, as well as the preservation and promotion of cultural and historical heritage as a factor of social stability and identity. He also emphasized the importance of intersectoral interaction — state institutions, local communities, scientific institutions and international partners — in the formulation of regional development programs.
Oleksandr Naboka paid special attention to the educational and scientific dimension of reconstruction: the restoration of educational institutions, support for scientific departments and preservation of the human resources potential of the region. He outlined the possibilities of scientific institutions as centers of expertise that could contribute to the development of local recovery strategies and the attraction of grant resources and international technical assistance. Such an emphasis, as the professor emphasized, has not only economic, but also socio-psychological significance – the restoration of the education system contributes to the restoration of trust and stabilization of communities.
Oleksandr Naboka’s participation in the Committee meeting emphasized the role of university science as an important source of expert support in the formation of effective regional development policy. The combination of historical expertise, knowledge of the local context and practical proposals makes the contribution of the academic community critically important for planning the restoration of the Luhansk region.
