A guest lecture by experts from the Institute of Budget and Socio-Economic Research was held at the Institute of Public Administration and Postgraduate Education.

On October 8, 2025, the Department of Public Service and Management of Educational Institutions hosted a guest lecture was held with the involvement of experts from the Institute of Budget and Socio-Economic Research Yevhenia Abramova and Olha Trerentieva. The lecture was held for the first and second year students of the second (master’s) level of education in the specialty D 4 “Public Management and Administration” of the educational program “Territorial Administration and Local Self-Government” within the framework of the mandatory educational component “Strategy and Management of Sustainable Economic Development of Territories”. 
The moderator of the event was Associate Professor, Candidate of Economics, Olha Saienko.

The topic of the lecture was “Program-target method in the budget process.” Yevhenia Abramova shared her practical experience in applying the program-target method in the budget process of the state and local levels; focused the attention of applicants on the features of implementing this mechanism in the educational sphere; identified typical mistakes in implementing the PCM in the budget process of communities, outlined the main measures to avoid them; shared the nuances of forming a budget program and her own experience of participating in international projects on the relevant issues.
