Admission Opportunities for Youth from Temporarily Occupied Territories

In Poltava, they talked about admission opportunities for young people from temporarily occupied territories.
On July 15, 2025, an important information briefing was held in the official media center of Poltava region, dedicated to the issues of access to education for young people from the temporarily occupied territories (TOT) of Ukraine. The briefing was attended by Yaroslava YURKIV, Vice-Rector for Scientific and Pedagogical Work of Luhansk Taras Shevchenko National University, and Anton CHUBENKO, Head of the Poltava Regional Military Administration.
The meeting discussed the features of the 2025 admission campaign for applicants from Crimea, Sevastopol, and temporarily occupied areas of Donetsk, Luhansk, Kharkiv, Zaporizhia, Kherson, and Mykolaiv regions. This year, the state continues the simplified admission procedure for applicants from the TOT. Young people who remained in the occupied territories or left them have the right to free education in Ukrainian institutions under Quota-2.
Quota-2 is a mechanism that allows everyone to enter the budget without external evaluation/NMT, according to a simplified procedure, with the possibility of an individual oral interview instead of the traditional competitive selection. It also provides:
- a minimum package of documents;
- remote or in-person submission;
- support for applicants at all stages of admission.
“To do this, it is enough to choose a university or college where you want to study and contact the Educational Center “Crimea-Ukraine” or “Donbas-Ukraine”, which operates on the basis of the selected institution,” Yaroslava Yurkiv noted.
Yaroslava Yurkiv emphasized that Luhansk Taras Shevchenko National University, which is currently successfully operating in the Poltava region, actively supports applicants from TOT. Both Educational Centers – “Crimea-Ukraine” and “Donbas-Ukraine” operate on its basis, which allows us to cover the maximum number of applicants who need special conditions for access to education.
Educational centers operate from June 1 to September 30. Applicants can apply both in person and remotely. Consultations, submission of documents, interviewing – everything is done as conveniently and safely as possible.
During the briefing, it was reported that in the Poltava region, Educational Centers operate in 8 institutions of higher and professional pre-higher education, in particular at Luhansk Taras Shevchenko National University.
Who has the right to apply:
- Residents of the TOT of Crimea and Sevastopol;
- Residents of areas where hostilities are ongoing: parts of Luhansk, Donetsk, Kharkiv, Zaporizhia, Kherson, Mykolaiv regions.
