Lecture with a Stakeholder

A lecture was held with the involvement of a stakeholder, the head of the Starobilsk City Military Administration of the Starobilsk District of the Luhansk Region – Yana Mykolaivna Litvinova.

On May 20, 2025, the Department of Public Service and Management of Educational Institutions of LTSNU hosted a guest lecture was held with the involvement of the stakeholder, the head of the Starobilsk City Military Administration of the Starobilsk District of the Luhansk Region – Yana Mykolaivna Litvinova. The event was held during the May session for applicants for the second (master’s) level of education majoring in “Public Management and Administration” within the framework of the mandatory educational component “Public Policy”.  

The moderator of the event: Volodymyr Valentynovych Zablotskyi – Professor, Doctor of Science in Public Administration, Director of the Educational and Scientific Institute of Public Administration and Postgraduate Education.

The topic of the lecture was devoted to the consideration of the legal principles and specifics of the activities of local self-government bodies. Yana Litvinova spoke about the peculiarities of the activities of military administrations, which are created as temporary local government bodies under the legal regime of martial law and perform the powers of local state administrations and, in part, local self-government bodies defined by current legislation. The speaker emphasized the importance of the powers of military administrations, which focus on fulfilling tasks to ensure security and defense in all spheres of public life of those administrative-territorial units within which they are formed.

In addition to these issues, Yana Litvinova shared her own experience of professional development, provided advice on career growth, and emphasized the importance of continuous personal and professional self-improvement, development, and training for public servants.

Students actively participated in the discussion and received answers to their questions from practitioners. We are confident that the theoretical knowledge, inspired ideas, and personal experience of a practicing civil servant shared by Yana Mykolaivna will become not only a valuable theoretical basis, but also a motivational stimulus for the study and professional growth of our applicants.
