All-Ukrainian Conference on the Restoration of (De)Occupied and Frontline Communities of Ukraine

Vitalii Kurylo participates in the All-Ukrainian Conference on the Restoration of (De)Occupied and Frontline Communities of Ukraine.
On May 21, 2025, the Chairman of the Academic Council, Academician of the National Academy of Educational Sciences of Ukraine, Doctor of Pedagogical Sciences, Professor of Luhansk Taras Shevchenko National University Vitalii Semyonovych KURYLO participates in the All-Ukrainian Conference “(De)occupied and Frontline Communities on the Path to Restoration: Institutional Solutions”, which is held under the auspices of the Committee of the Verkhovna Rada of Ukraine on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning.
The event is held within the Global Open Government Week in partnership with the All-Ukrainian Public Organization “Association for Promoting Self-Organization of the Population” and the project “Formation of Conceptual and Legal Principles for Effective Post-War Restoration of Deoccupied Territories of Ukraine”, which is implemented with the support of the International Renaissance Foundation.
The purpose of the conference is to discuss scenarios, mechanisms and conditions for institutional restoration of frontline and deoccupied territories of Ukraine. The discussion focuses on four strategic areas:
- public administration;
- personnel management;
- administrative and territorial structure;
- public participation in recovery processes.
The participants of the event consider a number of topical issues, including:
- strategic approaches to the recovery of deoccupied communities and ensuring effective management in these territories;
- results of comprehensive studies of the challenges and prospects of institutional recovery;
- models of public administration in the liberated territories and the organization of government;
- development of human capital, overcoming the personnel shortage and strengthening public participation in recovery processes.
The conference is attended by people’s deputies of Ukraine, representatives of central and local authorities, diplomatic institutions of partner countries, international technical assistance projects, military administrations, all-Ukrainian associations of local governments, expert circles, civil society and the journalistic community.
Vitalii Kurylo’s participation in such an event once again confirms the active position of Luhansk Taras Shevchenko National University in the formation of modern educational, scientific and administrative policy regarding the post-war restoration of Ukrainian territories. His expert contribution contributes to the development of effective institutional solutions capable of ensuring the sustainable development of liberated communities and regions.
