Memorandum of Cooperation with the Brovary District Military Administration

Luhansk Taras Shevchenko National University has concluded a memorandum of cooperation with the Brovary District Military Administration.
On May 5, 2025, an important event took place in the direction of developing partnership relations between educational institutions, government bodies and public structures – a memorandum of cooperation was signed between the Luhansk Taras Shevchenko National University and the Brovary District Military Administration.
The event was attended by:
- Yurii ONISHCHENKO – Acting Head of the Brovary District Military Administration;
- Olha BILANOVSKA – Head of the Humanitarian Development Department of the Brovary Regional State Administration;
- Viktor OSTRETSOV – Head of the Center for Physical Education and Sports of Pupils and Students of the Luhansk Regional Department of the Ministry of Youth and Sports of Ukraine;
- Oleksandr DUBOVOI – Director of the Educational and Research Institute of Health Care and Sports of LTSNU.
During the meeting, strategic areas of cooperation were outlined aimed at strengthening the role of education, science, sports and social partnership in the post-war reconstruction of the state.

Information and educational block
The university presented its structure, educational opportunities, training programs and areas of activity. Special emphasis was placed on adaptive mechanisms of training in wartime conditions, the latest educational technologies and experience in working with internally displaced students.
Social support and consulting support
It was agreed to open advisory points of Luhansk Taras Shevchenko National University on the basis of partner institutions, which will provide professional assistance on issues such as:
- admission to the university;
- career guidance for youth;
- social adaptation of veterans, IDPs and youth from the deoccupied territories;
- career development and psychological support.
Mental Health Center
A special emphasis was placed on the creation of a Mental Health Center within the framework of joint activities, which will focus on veteran policy and psychosocial rehabilitation. It is planned to involve university specialists in the fields of psychology, physical rehabilitation and social work. The center will become a platform for conducting trainings, support groups and educational events aimed at preserving mental health.
The university expresses its sincere gratitude to the leadership of the Brovary District Military Administration for their openness to cooperation, constructive dialogue and common desire for change.
Luhansk Taras Shevchenko National University continues its active integration into the national space, expanding the horizons of partnerships for the common future of Ukraine.
