Participation in the Meeting on the Implementation of the Unified Interagency Information System for International Students.
The University took part in a meeting dedicated to the implementation of Ukraine’s Unified Interagency Information System for foreigners and stateless persons wishing to study in institutions of professional (vocational), pre-tertiary, and higher education, set to be introduced in 2025.
The event brought together over 270 participants from all higher education institutions in Ukraine and became a significant step towards the digitalization of the enrollment and education process for international students. This initiative aims to enhance transparency and efficiency in interactions between universities and government authorities. Luhansk Taras Shevchenko National University was represented by the Head of the International Relations Office, Director of the Institute of International Education, Iryna V. Myhovych, and the Inspector of the International Education Sector of the International Relations Office, Liudmyla A. Ovcharova.
One of the key aspects of the new system is the introduction of an electronic invitation, which will be sent to international applicants via their electronic accounts. This innovation will significantly simplify the admission process by ensuring faster document processing and reducing the risks of forged paper invitations. Additionally, universities will be able to create and present educational offers in electronic format. These documents will contain comprehensive information on admission conditions, program accreditation, study format, and tuition fees. This approach will enable international students to receive all necessary data promptly to make informed enrollment decisions.
The use of the Unified Interagency Information System has already been incorporated into the 2025 Admission Procedure for Higher Education. For international applicants, each educational offer and invitation will be subject to a fee, whereas universities will be able to use the system free of charge.
A key innovation of the system is its integration with state authorities such as the Unified State Electronic Database on Education (EDEBO), the Security Service of Ukraine (SSU), the State Border Guard Service of Ukraine (SBGSU), and the State Migration Service of Ukraine (SMSU). This integration will facilitate effective information exchange among all involved parties, contributing to improved oversight of international students’ stay and academic progress in Ukraine.
Director of the Ukrainian State Center for International Education, Olena Shapovalova, emphasized the significance of this reform:”The Unified Interagency Information System is the result of four years of dedicated work and close cooperation between multiple government institutions. It is important to note that the old Electronic Register of Invitations for International Students will remain operational until April 1, 2025, after which all processes will transition to the new system.”
The implementation of the Unified Interagency Information System is a crucial step in modernizing Ukraine’s educational landscape, increasing its openness and attractiveness for international students. Our university fully supports this initiative and is actively involved in its realization.
