The Department of Philosophy and Sociology and the Department of Political Science and International Relations took part in the Round Table.
On September 27, teachers and students (of the first and second levels of higher education) of the Department of Philosophy and Sociology and the Department of Political Science and International Relations took part in the round table “Formation of the conceptual legal foundations of the institutional restoration of Luhansk and Donetsk regions: interaction of representatives of the authorities and the public”, which took place within the framework of the project “Involvement of the public of the West of Ukraine in the restoration of their communities”, which is supported by the International Foundation “Renaissance”.
The project is implemented by the NGO “Civic Initiative of Luhansk Region” in cooperation with the NGO “Association for the Promotion of Self-Organization of the Population”, the NGO “Center for Political and Legal Reforms” and the NGO “Revival and Development Association” and the Department of Philosophy and Sociology.
Kateryna Kotelenets, Doctor of Sociology, Associate Professor of the Department of Philosophy and Sociology, was the moderator of the first section “Prospects for the formation of conceptual and legal foundations for the restoration of Luhansk and Donetsk regions”, at which proposals for changes to the Law of Ukraine “On the Legal Regime of Martial Law” were presented regarding the organization of the system of public authorities in Donetsk and Luhansk regions. Representatives of the regional state administration, public organizations and other participants of the event joined the discussion. Olena Mezhenska, associate professor of the Department of Political Science and International Relations, commented: “The problem of legal definition of territorial communities and bodies of self-organization of the population is an important issue.
Given the fact that today there is no such component as an administrative center and territories (cities, towns, micro-districts), it is appropriate to develop and introduce proposals to amend the laws of Ukraine “On Bodies of Self-Organization of the Population”, “On Local Self-Government”, especially within the framework of of the proposed draft law on amendments to the document “On the Legal Regime of Martial Law”, which is proposed for the implementation of recommendations for priority changes regarding the organization of the system of public authorities in Donetsk and Luhansk regions and in accordance with the Law “On Military-Civilian Administrations”.
During the second section “How to establish high-quality communication: ensuring transparency and openness”, Associate Professor of the Department of Philosophy and Sociology Kateryna Kotelenets presented the results of the content analysis of Facebook pages and websites of military state administrations and OSN. Albina KUSHELEVA, Director of the Department of Mass Communications of the Luhansk Regional State Administration and Olena NAUMOVA, Deputy Head of the Department of Information Activities and Communications with the Public of the Donetsk Regional State Administration, Head of the Department of Public Communications shared their practical cases regarding communication channels of cooperation and dialogue between representatives of the authorities and the public.
The final part of the event took place in the format of a discussion platform. During this discussion, Olena Mezhenska, associate professor of the Department of Political Science and International Relations, noted that the presented data show that today mass information media are inferior to mass communication media. Social networks form the information space and influence audiences through them. Therefore, they are the means of communication that will help to communicate with representatives of territorial communities. The main content and target should be aimed at consolidating users according to the territorial principle in order to maintain contact with representatives of the territorial communities of Luhansk and Donetsk regions, with the aim of preserving and involving them in the preservation and restoration of their communities.” The opinion of Ms. Olena Mezhenska was echoed by Maryna Krasik, a student of the second (master’s) educational level of the educational program “Sociology of the border and national security”, who noted that the interaction between representatives of the authorities and the public can help attract resources for the restoration of resettled communities by using the tools of fundraising and crowdfunding.
It should be noted that teachers of the Department of Philosophy and Sociology conducted an examination of analytical materials prepared on the basis of sociological research by the project group (K. Kotelenets, S. Khobta, Yu. Nuzhna).
