Participation in the Event

The teachers of the Educational and Research Institute of Social and Humanitarian Sciences took an active part in the event regarding the institutional restoration of Donetsk and Luhansk regions after de-occupation.

On May 28, the conference “From (de)occupation to Open Democratic Governance” was held, which served as a space for discussion and discussion of key positions of a comprehensive study of the challenges and visions of the institutional recovery of Donetsk and Luhansk regions after deoccupation. The teachers of the Educational and Research Institute of Social and Humanitarian Sciences joined the event, took an active part in the discussions and participated in the development of the main recommendations.

Svitlana Vovk, Doctor of Political Science, Professor took part in the discussion and commented on the international aspects of the political system of countries that were at war or in military conflicts. Yuliia Nuzhna, Ph.D., associate professor and Kateryna Kotelenets, Ph.D., associate professor added to the research reports some aspects related to the organization and further implementation of its results.

Oleksii Kuleba, deputy head of the Office of the President of Ukraine, gave a welcome speech at the conference; Oleksandr Yarema, State Secretary of the Cabinet of Ministers of Ukraine, co-chairman of the Coordinating Council for Implementation of the Open Government Partnership Initiative in Ukraine, and Oleksandr Sushko, executive director of the International Renaissance Foundation. They emphasized the importance and urgency of holding this event, described the prospects for further work with the results of a complex study that was conducted within the project and thanked for creating a space where it became possible to discuss and outline the ways of cooperation between the authorities, the public, scientists and people who care about the fate of the de-occupied territories of Luhansk and Donetsk regions.

During the panel discussions, the topics “State policy and vision of institutional restoration of territories after deoccupation”, “Institutional restoration of regions of Ukraine after deoccupation” and “Partnership for restoration: view of the authorities/views of the public” were raised. The participants came to the conclusion that the authorities, the public and business have a similar vision of restoring the de-occupied territories of Luhansk and Donetsk regions.

Also, a separate section of the discussion was the presentation of a comprehensive study of the challenges and visions of the institutional restoration of Donetsk and Luhansk regions after de-occupation, which was attended by teachers of the Department of Philosophy and Sociology. The main results and recommendations regarding the restoration of power in the de-occupied territories and the preservation of the personnel potential of these territories were presented.

Oleksandr Kornienko, first deputy chairman of the Verkhovna Rada of Ukraine, also spoke at the conference; Olena Shuliak, head of the Committee of the Verkhovna Rada of Ukraine on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning; Zholnovich Oksana, Minister of Social Policy of Ukraine; Negoda Vyacheslav, Head of the Office of the Congress of Local and Regional Authorities under the President of Ukraine Representative of the Ministry of Development of Communities, Territories and Infrastructure of Ukraine; Artem Lysohor, head of the Luhansk Regional State Administration – head of the Regional Military Administration; Oleksandr Shevchenko, deputy head of the Donetsk Regional State Administration – head of the Regional Military Administration; heads of military administrations of Luhansk and Donetsk regions, representatives of the public and mass media.

The results of the conference are proposals for rebooting government institutions in accordance with the new challenges of de-occupation, creation/organization of a transitional system of public administrations in the de-occupied territories of Luhansk and Donetsk regions, implementation of worked-out solutions to preserve personnel potential and restore and preserve mechanisms for public participation in decision-making.

The project “Formation of the conceptual and legal foundations of the institutional restoration of Donbas” is carried out with the support of the International Foundation “Revival by a coalition of public organizations as part of the NGO “Association for the Promotion of Self-Organization of the Population”, the NGO “Center for Political and Legal Reforms”, the NGO “Public Initiative of Luhansk Region” and the NGO “Association “Renaissance and Development”.

The project is designed to help rebuild the institutional capacity of the public administration in Donetsk and Luhansk regions to ensure effective post-war recovery of these regions.
