Within the scope of the agreement on the provision of scientific and advisory services, the guarantors of the educational programs were involved in the presentation and discussion.
The guarantor of the educational program “Sociology” Kateryna Kotelenets and the guarantor of the educational program “Sociology of border and national security” Svitlana Khobta, within the scope of the agreement on the provision of scientific and advisory services No. 152 dated 11.12.2023, were involved in the presentation and discussion “Researching the possibility of using the tools of local democracy in the conditions of transitional public administration in Donetsk and Luhansk regions”.
During the presentation, research materials were presented, where Svitlana and Kateryna provided consulting services on the creation of a valid toolkit for focused group interviews and semi-structured in-depth interviews; were involved in moderating focused group interviews and conducting semi-structured in-depth interviews with the project’s target audiences. Representatives of all levels of government, the public, teachers and students of the educational and scientific institute of social sciences and humanities were involved in the discussion.
During the discussion, the specifics of the use of tools of local democracy in the communities of Donetsk and Luhansk regions in the conditions of war and post-war reconstruction and the views of representatives of authorities and civil society regarding the use of tools of local democracy in Donetsk and Luhansk regions were discussed.
During the discussion, urgent issues were raised and the needs of both military administration workers and the public were voiced. They came to the conclusion that in the conditions of martial law, only appeals from citizens, among whom electronic and telephone appeals are becoming more and more popular, are used in full. In some cases, electronic consultations with the public are held, youth councils operate in some communities, IDP councils under local state/military administrations also function. On the other hand, such tools of local democracy as general meetings (conferences) of citizens, local initiatives, public hearings, e-petitions, public budget and self-organization bodies of the population are currently not actually used. The study was carried out within the framework of the cooperation of the NGO “Association for the Promotion of Self-Organization of the Population”, the NGO “Center for Political and Legal Reforms”, the NGO “Civic Initiative of Luhansk Region” and the NGO “Revival and Development Association” on the promotion of institutional restoration in Donbas, with the support of the International Fund “Revival “.
