Meeting with the General Director of the Directorate of the MES of Ukraine

On September 13, Oleg Igorovych Sharov, General Director of the Directorate of Vocational Pre-Higher and Higher Education of the MES of Ukraine, visited LTSNU.
The head of the Lubny City Council Oleksandr Hrytsaienko and the head of the Education Department of the Executive Committee of the Lubny City Council Myroslav Kostenko were invited to the meeting, who, together with the guest and the management of the Luhansk Taras Shevchenko National University, inspected the offices and classrooms of the institution.
The administration, directors of institutes, colleges, deans of faculties and employees of Luhansk Taras Shevchenko National University held a working meeting with the Honorable Oleg Sharov, at which a very important project was discussed – “Systemic and structural transformation of higher education: war, post-war reconstruction, Euro-Atlantic integration”.
The Chairman of the Academic Council, Vitalii Kurylo, greeted everyone present, introduced the General Director of the Directorate of the Ministry of Education and Science and opened the meeting, giving the floor to Oleg Ihorovych Sharov.
Oleg Sharov also congratulated those present and thanked Vitalii Kurylo and rector Olena Karaman for the invitation to the Academic Council, to which he came with great pleasure.
At the beginning of his speech, Oleg Ihorovych first of all emphasized the prospects of educational transformation, understanding the prospects themselves, explained what is currently the priority of education and talked about the expected systemic changes, current draft laws, key tasks and modernization of educational programs, stressing that the Ministry of Education and Science detailed the specified plan in Concepts of restoration of education and science of Ukraine during 2022-2032 and works on the vision of the future of education and science of Ukraine.
There will be a rethinking of the role and tasks of universities for the economy, the state and society in the perspective of including in the world mainstream the desire for exemplary and perfection of universities as a whole, the key unit of which will be the educational program, said Oleg Sharov.
He further outlined a number of key areas of such recovery, namely: development of human potential; European integration of education and science; development of science and innovation; development of higher education and adult education; development of professional (vocational and technical), special and inclusive education; digital transformation of education and science; individual educational trajectory; a new complex of systemic and structural changes for the development of higher education, etc.
Also, the General Director of the Directorate of the Ministry of Education and Science of Ukraine explained what the Ministry of Education and Science is governed by, why changes are happening over time, and voiced proposals regarding the list of fields of knowledge, some specialties and their development.
At the end of his speech, Oleg Sharov thanked all those present and answered the questions. In particular, Anton Bader – Director of the Educational and Research Institute of History, International Relations and Socio-Political Sciences asked how the Ministry of Education sees the final result of such changes and how Oleg Ihorovych himself sees the relocated educational institution after modernization.
The head of the Academic Council, Vitalii Kurylo, thanked the Ministry of Education and Culture for the presentation of the project, but noted that this project will face several oppositions and explained why. Vitalii Semenovych emphasized:
Since in the specified perspectives of structural changes it was announced that colleges would be terminated as higher education institutions and their removal from the structure of the university, we will fight for this issue regarding colleges, especially professional ones, and we will defend them so that they remain units of the institution. My suggestion is that the colleges relocated with it cannot be separated from the relocated university, because they will “die”!
Next, the head of the Academic Council asked to simplify the legalization admission system for foreign students.
At the end of the meeting, the Rector of LTSNU, Olena Karaman, thanked the Ministry of Education and Science for the presentation of the project and fulfilled two assignments for Oleg Sharov on behalf of the team and the Armed Forces of Ukraine. The university presented a commemorative portrait of Taras Hryhorovych Shevchenko, and the Armed Forces, in particular Shevchenko’s special operations forces, which are currently defending Ukraine, handed over their chevrons. About 3,000 military students have the opportunity to study for free, for which they are infinitely grateful.
The meeting with the General Director of the Directorate of Vocational Pre-Higher and Higher Education of the Ministry of Education and Science of Ukraine Oleg Sharov was positive, constructive and in a warm atmosphere.
“I am sincerely grateful to everyone for their understanding, support and invitation to the Academic Council of Luhansk Taras Shevchenko National University. I hope the next meeting will take place in Luhansk!”, Oleg Sharov concluded the event with these words.
