Participation in the open discussion of experts “Local Self-Government Under Martial Law: Challenges and Conclusions for the Communities of Eastern Ukraine.”
Kateryna Kotelenets, Doctor of Sociology, Associate Professor of the Department of Philosophy and Sociology; Svitlana Khobta, Doctor of Sociology, Associate Professor of the Department of Philosophy and Sociology, Svitlana Oleksandrivna Vovk, Doctor of Political Science took part in the open discussion of experts “Local Self-Government Under Martial Law: Challenges and Conclusions for the Communities of Eastern Ukraine.”
The event was organized by the Center for Political and Legal Reforms, the Foundation for Local Democracy with the participation of experts from the Public Network of Public Law and the UPLAN administration within the framework of the “Join!” program for promoting public activity, funded by the United States Agency for International Development (USAID) and implemented by Pact in Ukraine.
The purpose of the event was to highlight the problems that arose during the war in the functioning of local self-government in the East of Ukraine and ways to solve them. Information about the government’s activities during martial law in the Slobozhan region was made public. The challenges that arose in connection with the parallelism of institutional forms of work (MS – BA) were discussed. A number of problems of frontline and border communities have been formed. The search and evaluation of tools for solving these problems were discussed. Successful cases of government-public interaction in communities of Sumy region were highlighted. Possible solutions for optimizing the functionality of local self-government for the successful continuation of the decentralization reform were outlined.
