Preparation of the reserve of educators

Luhansk Taras Shevchenko National University will prepare a reserve of educators to work in the de-occupied territories.

Starting in 2024, the Ministry of Education and Science, together with the Ministry of Reintegration, plans to create centers to ensure the training of a reserve of educators for work in the de-occupied territories (DOT). They will operate on the basis of relocated higher education institutions.

The relocated educational institutions are defined as priorities for ensuring the preparation of a reserve of educators for work at the in the de-occupied territories and, of course, Luhansk Taras Shevchenko National University was included in the list of such institutions of higher education.

Higher education institutions in regions bordering temporarily occupied territories or territories that were partially occupied or received a large number of displaced educational institutions are also prioritized for training a reserve of educators to work at the DOT. These are institutions in Odesa, Mykolaiv, Dnipropetrovsk, Donetsk, Luhansk, Zaporizhzhia, Kherson and Kharkiv regions.

The training of specialists will be carried out within the limits of the funds of the state and regional order.

By the way, at the beginning of July, the platform “Reserve for civil service in the de-occupied territories” became operational. Anyone can register there and become part of the personnel reserve. Citizens can choose the region independently. Almost 80% of them choose Crimea. However, other regions are also noted, especially: Zaporizhzhia, Donetsk and Luhansk.

It is obvious that the challenges that will arise after de-occupation primarily concern the field of education. First of all, it is about the return of children to the national education system, as well as about the recognition of relevant documents received in the DOT.

As of today, more than 500 candidates have already applied, and this number is constantly growing. Of them, 455 questionnaires were processed, so these persons are already included in the reserve.

Registration is ongoing, so if you want to take part in the restoration of the DOT, have the necessary education and want to try your hand at it, go to the link reserve.nads.gov.ua, register in the system and fill out the questionnaire.

This experimental project was initiated by the Government back in May 2023, designed to help state bodies in the de-occupied territories attract motivated, professional and educated workers to their teams.

In compliance with the decision of the Government of the Ministry of Education and Science, the amount of budgetary places in the specialty 281 “Public Management and Administration” has been increased by 35% and 115 budgetary places have been established for full-time master’s studies.

Also, by order of the National Agency for Civil Service, 650 budgetary places for correspondence education were established.

This will make it possible to train a larger number of managers and public administration specialists who will work in the de-occupied territories of Ukraine in the future.

Educators who work for the DOT have the opportunity to build a new future for the entire country through their daily work, to restore the state and statehood for them. After all, this is work with a high level of personal participation and responsibility, which affects people’s lives.

Although Ukraine never recognizes the diplomas of the occupiers, the MES is already working out a clear algorithm for recognizing the professional qualifications of persons who were forced to study and obtain an education during the occupation.

It is known that Luhansk Taras Shevchenko National University is one of the oldest institutions of higher education in Luhansk Region, which was, is and will be an outpost of Ukrainianism in the extreme east of the country.
