Participation in the online meeting within the “United in Science” project

The Department of Public Service and Management of Educational and Social Institutions took part in an online meeting within the framework of the “United in Science” project from the Scientist Support Office.

On June 15, 2023, the Acting Head of the Department of Public Service and Management of Educational and Social Institutions, Dr. Ped. Sciences, Professor Tetiana Sych took part in the online meeting within the project “United in Science” from the “Scientist Support Office” on the topic: “Strategy and Tactics of Preservation and Development of the Scientific Unit in Unstable Conditions of Peacetime, Wartime and Postwar Times.”

A young Doctor of Technical Sciences, head of the Plastic Welding Department of the E.O. Paton Electric Welding Institute of the National Academy of Sciences of Ukraine, Professor Maksym Yurzhenko, shared his experience of managing a scientific unit.

The speaker outlined tactical actions to achieve long-term major conservation goals and tactical actions to achieve long-term major science unit development goals, peacetime challenges and corresponding solutions, as well as wartime challenges and wartime solutions.

Special attention was paid to forecasting the state of science in the post-war period and considering decisions regarding the preservation and development of the scientific unit in the post-war period, namely: simplification of the conditions for conducting scientific and scientific-technical activities, increasing the funding of science in accordance with the Law of Ukraine “On Scientific and Scientific-Technical Activity” (its implementation), the opening of opportunities for the participation of Ukrainian scientists and scientific institutions in European programs on equal rights with scientists and scientific institutions of EU countries, the opening of structural funds, the state policy of accepting the development of science-intensive enterprises (including the defense industry) and their cooperation with scientific institutions, state policy in the field of popularization of science and education.

A number of modern problems were also discussed at the meeting, namely: the state of funding of modern science; funding of fundamental research that is not interesting to entrepreneurs and business and therefore should be financed by the state; the low activity of Ukrainian scientists regarding participation in international grants, and accordingly the need to create structural subdivisions at the Higher Education Institutions, designed to perform economic calculations and design scientific ideas into project grant proposals, was emphasized; the departure of scientific personnel abroad and the conditions for their return to domestic institutions in post-war times, etc.

The speaker of the meeting was: project coordinator, Ph.D. Liudmyla Lisova. The meeting was attended by Olesia Vashchuk, Doctor of Law, Professor of the Department of Criminology and Director of the Center for Organization of Educational Training and Information and Analytical Work of the National University “Odesa Law Academy”, Professor, Chairman of the Board of the All-Ukrainian Public Organization “Innovation University”, Chairman of the Board of the Public Organization “International Development Foundation”, as well as managers and employees of higher education institutions and scientific institutions of Ukraine.
